Lord Have Mercy!...How Can A Parent Raise A Child This Way?

The photo is really pulling some drastic wave on media. Like for real????...How can a man do this to his child?. This is purely bad parenting and definitely not a  Nigerian child. So sad!. Some people are not qualified to be parents.
